Prior to this, he earned a Bachelor’s degree in Geology, specializing in Petroleum Engineering, from the University of North Dakota, grounding his philosophical inquiries in the tangible realities of the natural world and its exploration.

Throughout his career, Dr. Bulger has dedicated himself to the development and delivery of a wide array of courses, mentoring over 50 students to present their research at the National Conference of Undergraduate Research (NCUR). This reflects his commitment to nurturing the academic and professional growth of the next generation of scholars. His efforts in teaching have been recognized through his inclusion in the Master Teacher Guild, a testament to the high regard in which he is held by both students and colleagues.

Byond teaching, Dr. Bulger has engaged deeply with clinical education, research, and governance, working tirelessly to align administrative policies with ethical standards and educational mandates. His contributions to hospital ethics committees have been instrumental in enhancing decision-making processes and fostering collaboration among medical professionals, staff, and administrators.

His scholarly work spans authoring textbooks on biomedical ethics, leading online educational initiatives, and performing clinical ethics consultations.
